If they were to include There and back again, there would have to be one big space consumer.

If you mean the Deadpool levels, those were on disc. The only DLC for the game was the Super Pack and Asgard Pack.
By now, do you think the third movie would be saved for a sequel? There is a long gap between the game's release in April and the movie's release in December. And when bringing in levels, it would bring new characters and new map locations. I don't know if DLC would be capable of bringing that much content. And since the game was released months before the third movie, it might be hard for the game's coding to prepare for that.
From the way it looks, I would say that the Battle of the Five Armies will be released in a third game, which will most likely include the first Hobbit game in it (either the exact same one that came it in April or a new one, like Indiana Jones did). I would say it'd be too hard to make a DLC pack of it, because they would most likely have versions of the dwarves/men/elves in battle armor.

Could go either way, I would hope it would be a complete DLC, so we all wouldn't have to go through the entire first two chapters all over again. But your point is valid in that there will be more characters/variations that just might not fit in the original game.
But I think at this point it won't even be released until Battle of the Five Armies hits Blu-Ray (likely springtime) for two reasons... First, the original Lego Hobbit game released in conjunction with Smaug on Blu-Ray. Second, they just released Batman 3, so Lego/TT is not going to have two major releases within a month of each other.
And speaking of LEGO Batman 3, that game has became the one with DLC levels, not Hobbit.

Yeah, true. It could be really close, though: look what they did with the LEGO Movie Video Game and the LEGO Hobbit game.
