Not really. When the planets were created, no one built them.
It was sort of created it self when they where bumping into asteroids and colliding with other planets.
Any way it has been said to be a spinoff of the lego movie so probably stop motion

Ah I see. However, after reading the articles, I noticed they state that the Ninjago movie is a spinoff of the Ninjago theme, not the LEGO movie. I could be mistaken, but that's just waht I gathered from the sources.
I understand what your trying to say with "stupid LEGO things". LEGO is all about building and creativity, but a Ninjago movie wouldn't have to explore this since Ninjago does not discuss LEGO in general and there has already been a LEGO Movie to do that.
Do you really consider the animation "weird"? I for one, and billions of others, find the animation to be groundbreaking and very creative, especially since everyone couldn't tell if it was CGI or stop-motion. When I first heard that the film was gonna be "stop-motion", I was actually worried it wouldn't look good and wondered if the minifigs faces would move or not. In the end, everyone (well, I'm not sure what your thoughts on it were, you just said it was weird) loved it. As I said in a comment earlier, there could still be a lot of cool fight scenes with this animation style. Plus awesome looking brick built tornadoes! I can already see the detail of the different elements on the twisters. Wouldn't that be awesome?
As for your spin-off questions, we're honestly not to sure yet. Many people whom worked on TLM (The LEGO Movie, someone put that in the abbreviations list) including Phil Lord, Chris Miller, Dan Lin, and the Hageman brothers are all working on THIS film, so chances are it will be.

Well, not to insult you or anything, but I feel really mixed about the shows animation. I do love the show, despite the many plot holes, but what bugs me about the animation is that usually the only thing LEGO would would be the minifigs and/or a few of the vehicles. Not that everything that isn't LEGO looks bad, but its not the best looking stuff either (with the exception of cool things like The Great Devourer and the dragons). Other stuff like Ninjago City look very bland. The movements of things can sometimes look normal or very strange. For example, the way the Stone Army Bike moves at the beginning of "Island of Darkness" made me think I was watching a Garry's Mod video (if you don't know what that is, look it up on YouTube). Back to the minifigs, I find it a little strange that Sensei Wu has a CGI mouth while other characters mouthes are in 2D. I'm guessing its because it would be hard to animate a 2D mouth with his beard, so I'll let them go on this one. With The LEGO Movie's ground breaking animation [insert scene of guy breaking ground in The Old West here], The film can still look cool with fight scenes. And you can't tell me you don't want to see brick built Spinjitzu tornado's, I just know they'd look awesome.

Plot holes are a part of a story that doesn't make sense. There are a lot of plot holes in Ninjago episodes, like the infamous question "How was Lloyd born?". My least favorite plot hole was the Golden Mech in the Season 2 finale. Do they seriously expect us to believe that The First Spinjitzu Master fought the Overlord in a ROBOT? Not only that, but Lloyd only uses it to get back home. It was an obvious attempt to advertise toys.

Theres a lot of plot holes in the film. Fortunately, the ending shows us that they really aren't plot holes since its a kid making stuff up.

Yah, whatever with you guys. To me, it really made the movie awesome as well as making a lot of sense out of the film. In fact, had it not been for that scene, I would've thought most of the scenes had plot holes. Like, if Business stole the Kragle 8 1/2 years ago, why didn't he use it 8 1/2 years ago? If Octan had security cameras watching Emmet touch the Piece of Resistence underground, then wouldn't that mean they knew the location of the piece this whole time? Why would Vitruvius hide in The Old West if Business clearly had robots like Sheriff Not-a-robot operating there? Wouldn't Cloud Cuckoo Land be a better place to hide? Why wasn't Vitruvius wearing a disguise while exposed to the public when playing the piano (though, one can argue that Business wouldn't recognize him in his new robes, but theres a pretty damn obvious resemblance)? How did Batman know when to save Emmet, Vitruvius, and Wyldstyle while they were falling? The ending solves this problem by showing us that its just a kid having fun making up whatever crap he wants because its HIS imagination. But at the same time, it shows us that the world he created is REAL so it doesn't let down the people, like you guys, who want it to be real! I hope this has changed your view of the ending, since it really made the film better for me.

I think, if there will be an exclusive minifig, it will be Vitruvius in his more wizard-like apparel as seen in the trailer. A golden head band replacing his rubber band, actual minifig eyes replacing his blind and huge yellow eyes, an actual wizard like robe replacing his hippie clothes, and an actual staff replacing his lollipop.
After getting to know The LEGO Movie's plot and more info about Mr. Business, I have come up with a theory sugesting that the corrupt president is a political satire. I mean, just think about it. He calls himself a president but rules like dictator by forcing people to follow instructions instead of giving them freedom with creativity. Also, every police force whether it be a SWAT or Sheriff is a robot that follows his orders. When people do not follow his rules, criminals are "put to sleep". Immediately after saying that, he starts changing the subject and talking about "Taco Tuesday", a perfect example of using the media as a distraction. Other thoughts, the word "Business" is his name and he wants to glue the world together to keep the world in place. What are your thoughts?
According to the official websites synopsis, Batman is "A LEGO minifigure whom Wyldstyle shares a history with". Wyldstyle's LEGO.com bio also states "Since she believes Emmet is the “Special” from The Prophecy who’s destined to save Bricksburg, sparks have been flying between them, in spite of herself... and her current boyfriend". I believe Batman is her boyfriend and that there will be a hilarious subplot in which the Dark Knight is jealous of Emmet. What are your thoughts?
