<p>Yeah, I think that it is reasonably likely. I was even going to suggest it, because it would probably be done like Ghostbusters/Doctor Who, where the leader character is available in a level pack, and then one or two villains as Fun Packs. I'm guessing that they are attempting to have as few characters per franchise as possible, because of how time-consuming it is to make the readable toys. What LEGO Dimensions does that no other multi-franchise toys-to-life games is doing right now is to include every franchise. Instead of having a bunch of characters without storylines (as in Disney Infinity), or to only feature the main and new characters (as in Skylanders), they give each franchise a place in the game. And I think, so that they can focus more on that side of the game, they break up the releases and reduce the number of playable characters per franchise.
</p><p>Personally, I think it would be cool if the game had a feature (that is being saved for its release) where non-physical playable characters can be unlocked. For example, say you complete the Oz story level, and you unlock Dorothy. And in the Oz Adventure World you can unlock the Scarecrow, the Tin Man, and the Lion. To access these playable characters, you'd need to be playing as a character associated with that world. In other words, the Wicked Witch can change characters to other Wizard of Oz characters.
