Why can't I use Scout Trooper or AT-AT Driver outside of the Speeder Showdown level on Endor?

Red: fire
Grey: rock/earth
Yellow: lighting
Blue: ice
Brown: wood?
Orange: water
Green: poison/plant?
Tan: sand?
Purple: magic

Did anyone notice that Slumbo & Mesmo's eyes are white minifigure heads with a pupil design, that could be useful for people who like to make MOCs.
