4015 Freighter is a Boats set released in 1982. It includes 80 pieces to build a medium sized blue boat and two sailor minifigures that are exclusive to this set. Due to choking hazards, this set was recalled from European toy stores.
The boat actually floated, and included two weights that would attach to the bottom of the hull. These would add ballast to keep the boat upright in a body of water, such as a bathtub.
