60023 City Starter Set is a City set released in 2013. It contains an ambulance, a fire engine, a police motorbike and five minifigures: a Paramedic, a Policeman, a Fireman, a Crook and a boy on a skateboard. Numerous accessories are included for all the figures. [1].
