Live the life of a ninja in NINJAGO® City! Enjoy endless role-play fun in NINJAGO® City, a hugely-detailed 3-level model connected by a sliding elevator. Level 1 features a traditional fish market, house, a bridge over a stream, and a fishing boat. The second level has a modern fashion store, comic book store, crab restaurant with ‘crab-grilling’ function and cash-dispensing ATM. The vertical city is topped off with Lloyd Garmadon and Misako’s apartment, a rooftop sushi bar with sushi conveyor belt, and a radio tower. This action-packed THE LEGO® NINJAGO MOVIE™ set also includes 16 minifigures and Sweep the maintenance robot.

- This set marks the first appearance of a physical minifigure for Rufus McCallister; in place of his "Mother Doomsday" shirt from the animated series, he wears one referencing the long defunct Galidor theme.
- Many of the minifigures-including civilian movie Kai-are exclusive to this set, though some reuse elements from other theme's like Misako's torso.
- The Green Ninja suit is the same as the one worn by Lloyd across The LEGO Ninjago Movie line, with a plain black head piece. Lloyd's minifigure is identical to the version from 70607 Ninjago City Chase.
- Jay is identical to his releases in 70610 Flying Jelly Sub, 70614 Lightning Jet, and 70618 Destiny's Bounty; a similar version with a hairpiece is found in 70617 Temple of the Ultimate Ultimate Weapon.
- The Shark Army Gunner also appears in 70609 Manta Ray Bomber and 70612 Green Ninja Mech Dragon.
- The mannequins reuse the white Wu-Cru legs and torsos seen in various Ninjago sets.
- Many of the stickers for pieces in this set are references to other themes and media these include: The Island Xtreme Stunts logo, Rocket Racer's logo from Lego Racers, the M-Tron logo, an Orient Expedition card, a Unikitty card, a Rock Raiders card, a Legends of Chima card, a Fabuland card, a sign in the Bionicle Okoto language, a poster for LEGO Ninjago: Shadow of Ronin
