My theory: the Hobbit sets were in production while the movies were. According to an interview I watched online, Azog was one of the last characters to get design approval, and a preliminary version strongly resembles the Yazneg minifigure. I bet at the time the sets were designed, 'Yazneg' was 'Azog'. And there just wasn't time to update the minifigure before the sets were released. And Yazneg became a lower rank Orc.
