Background
Shelly Sundae was the twin sister of Sally Sundae, and both owners of the Sundae Sisters Ice Cream Parlor. She later became a supervillain under the name Brainfreezer with ice powers after falling into a vat of her experimental ice cream. After causing mass panic and crime waves in two different districts of Municiberg, she was stopped and arrested by Supers, being placed in the local prison along with other criminals.
