Dollar Bill is a henchman of the evil Dr. Inferno. He has a green hairpiece, a yellow headpiece depicting a greedy expression (which is the same face as the Henchman apart from the diamond), a mustache, and his left eye is composed of a diamond. He wears a black suit with an Inferno badge on the left side and a pocket filled with dollar bills on the right side, and has white hand pieces, showing he is wearing white gloves. It is clear from his general demeanor that he is obsessed with money.
