Dude is an NPC (non-player character) created by video game company Soonami for their upcoming game Free City 2 to cash in on the popularity of Blue Shirt Guy, an NPC from the game Free City who went viral due to his self-aware AI. However, his programming is unfinished, leaving him with less advanced AI and placeholders in his dialogue.
