Putting two and two together

I remember people saying about being more welcoming to new users I remember people saying that if you remove the outline of the template for warn1, it makes the user consider it more personal.

My proposal? Remove the border bit on the welcome message.

I'm gonna be totally honest here, I prefer the older welcome template alot more. :S Still, I think that's a good idea...

Already removed border on MediaWiki:Welcome-message-user, but it needs to be done on MediaWiki:Welcome-message-anon (which is Template:Welcomea). How about not only removing the border, but changing the color from #92CCCA to #DEE3E8? Looks much better to me, when the border is also removed ( not such a fresh colour as the user welcome message, but it's for IPs, being a user must come with a benefit :D ).
