Rapton does a promotional ad for the Claws of Imperium as Arin and Riyu flee from the Imperium Guards and Imperium Droids through the streets of Imperium. Using a hoverboard and later one of the drones, they eventually escape and land in a dumpster. While the guards depart to continue searching for them, Arin spots a group of Imperium youth cleaning one of the buildings. When the scaffold they're working on begins to collapse, Arin steps in to rescue them, impressing and befriending the group.
The group's leader, Percival Tartigrade, introduces himself and his friends as the Imperium Teen Protection Force, and ask Arin to both join them and teach them his moves. Meanwhile, in the prison beneath Imperium, Lloyd is confronted by a mysterious girl with powers similar to Kai's, baffling him since there can only be one Elemental Master of Fire at a time. Completely unfamiliar with such a concept, the girl initially mistakes him for another enemy, until he helps defend her from some more guards. Meanwhile, in the Advanced Systems Lab, Sora confronts Dr. LaRow, who is unfazed by Sora's verbal barbs and insists that she help activate the Photac duplicates Dorama has helped them create.
Sora initially refuses, but is apparently forced to collaborate when they threaten Sora the dragon. However, she instead rigs one of the Photac duplicates to unleash a blinding flash, allowing both Soras to escape the lab. Elsewhere, in the Cloud Kingdom library, Nya is continuing her research on the Merge, and discovers that two seemingly unrelated documents combine to form a map. Back in Imperium, Arin finds himself making fast friends with the ITPF-until he finds out that they aspire to join the Claws of Imperium and hunt dragons.
Arin is appalled and tries to convince his new friends of the Claws' villainy, only to be informed that they regard dragons as "mindless beasts." Unfortunately, just after they express the wish to capture a dragon and turn it over to Lord Ras, they hear Riyu in the dumpster where he is still hiding. Lloyd and his new acquaintance, meanwhile, reach the cell where she claims her family is being imprisoned. This family turns out to be a dragon named Heatwave, whom the girl grew up with in the Wyldness. Sora and her dragon companion, meanwhile, find themselves lost due to Sora having forgotten the layout of Imperium, and run into Rapton and his Claws of Imperium.
Sora attempts to bluff her way out of the confrontation by asserting her supposed role as the Elemental Master of Technology, only for Rapton to call her bluff and dare her to use her powers on a drone. Instead, she puts her Ninja training to use, engaging Rapton only to be quickly subdued. Her dragon friend tries to rescue her but is soon restrained by the other claws, and both are returned to the Advanced Systems Lab. Lord Ras joins them, and has Dorama begin draining the dragon's energy as a means of forcing Sora to get the Photac devices working. Her friend's cries of pain reach the level where Lloyd and his new acquaintance are, and several other dragons call out in response.
As Lloyd and the girl open the cells of the various other dragons, Arin's attempt to distract the ITPF from Riyu fails. Dr. LaRow gloats over Sora being forced to assist in her efforts, and relishes the prospect of being able to capture all dragons in the merged realms. Sora then activates a now fully functional Photac, but is horrified to realize what she's made possible in doing so.
