Mr. Freeze is an enemy of Batman who teamed up with Riddler in LEGO Batman: The Video Game and with Penguin in 7783 The Batcave: The Penguin and Mr. Freeze's Invasion, two of the top three major Gotham's crime percentage, the other being Joker.
Background
