Scruffy Sam[1] is a Town Race minifigure introduced in 1994.
Description[]
Scruffy Sam wears grey pants and an earth orange aviator jacket with two pockets, which is partially-unzipped and worn over a black shirt. He has black Mini Wig Man hair, and his face is printed with stubble and blue-tinted sunglasses.
In the 1994 LEGO Town commercial, Scruffy Sam briefly wears a white Mini Crash Helmet with a transparent light blue Mini Visor 2,[1] similar to the helicopter pilot in 6597 Century Skyway; however, this specific variant does not appear in sets.

Scruffy Sam owns a bright red hot rod with chrome-plated exhaust pipes, which he takes to the Hot Rod Club for maintenance.[2]
Scruffy Sam was once reputed as king of the races. He competes with a fellow driver as they race in hot rods to the Sail N' Fly Marina, where they resume racing in speedboats. However, Sam aggressively knocks into his opponent's boat and causes it to capsize, then he flies away in a helicopter. The LEGO Maniac responds by building a cargo helicopter, which collides with Sam's helicopter and causes him to crash. As a result, Scruffy Sam's reign comes to an end while the LEGO Maniac makes history.[1]
