The Sea-Tron Monorail is an unreleased set from the unreleased theme, Sea-Tron. Not much is known about this set, except that it would have contained at least three Sea-Tron Astronauts, two red (the second one is hard to see but is on the left part of the base on the same platform as the one that is easy to see) and one yellow, there is also an unknown person in the cockpit of the monorail (possibly another astronaut), and would have probably been the last Space monorail set, had it ever been released.
