I dont know if any one else is confused, but how come Eomer and Rohirrim Soldier have the same picture?

New LotR set?
Ive realized for a while now that the numbers in the lord of the rings sets are odd the go: 9469, 9470, 9471, 9472, 9473, 9474 then 9476 they miss out a number in the set numbers so is there going to be another set that we don't know about? Probably!
